Yes. Expats can buy cars in Singapore. You do not need to be a Permanent Resident, but you will need a valid pass, such as a One Pass, Employment Pass, S Pass, EntrePass or Dependent Pass.
Yes. If you hold a valid foreign or international driving licence, you can drive immediately. Expatriates may use a foreign licence for 12 months from their arrival date. After that, you must convert to a Singapore driving licence. UK, Australian, New Zealand, and most EU licences can be converted without a test.
The Certificate of Entitlement, or COE, gives you the right to own and use a vehicle in Singapore for 10 years. Every registered car needs a valid COE, so yes, it is part of the buying cost.
Beyond the car price and COE, buyers may need to consider the Additional Registration Fee, road tax, GST, insurance, dealer or administrative fees, and ongoing servicing costs. The exact cost depends on the car and your situation.
